Directorate of Human Resources

The community DHR is the central hub for Personnel Actions (i.e., Advance return of Dependents, Early Return of Dependents, Housing Exceptions, Home Based Business Applications, Dependent deferred Travel) that normally start at the unit level. After the battalion and /or brigade commander’s formal memorandum is signed it is then routed to our office for the Garrison Commander’s consideration. After consideration is given to the personnel action, it is routed to higher headquarters for final processing.

Ration Cards

To obtain a Ration Card from U.S. Army Garrison Wiesbaden you must be assigned or attached to the garrison. All others must contact their respective units to attain their Ration Card. If you are assigned to the garrison you may obtain your Ration Card through the Human Resources office located in building 1023N (collocated with the Passports and Id Card Offices). Operating Hours: Monday, Wednesday, Friday from 1‑4 p.m. except American Holidays.

Important Information: Recipients must provide supporting documentation mentioned below. In addition, expiring ration cards must be surrendered to ration card clerk prior to issuance of new ration card.
  • Civilians
  • Non Appropriated Fund employees:
    1. Memorandum of Eligibility from the NAF Personnel Office.
    2. Id Card must be obtained prior to reporting for ration card.
  • Appropriated Fund employees:
    1. Memorandum of Eligibility from AF Personnel Office.
    2. Id Card must be obtained prior to reporting for ration card.
  • Contractors:
    1. Letter of Accreditation (LOA) stating qualification to obtain rationed items.
    2. [updated] Id Card.
  • Military:
    1. Id Card. if recently assigned, please provide copy of assignment orders.
Note: In accordance with UR 600-702, ration cards must be issued by unit of assignment. For civilian employees issuance of ration cards must be accomplished by the employing agency.
