Purpose:
AFAP is a program that seeks to resolve significant issues that affect Army well-being. It is a "grass roots" process that identifies issues,
raises them to the appropriate level, and tracks progress until the issue is resolved. The Army is the only military service that has such a
program, yet it benefits the entire Department of Defense. To date, the AFAP process has resulted in 60 pieces of legislation, 126 Army and
Office of the Secretary of Defense policy changes and more than 125 programs or services have been initiated or improved.
How AFAP works:
The AFAP process begins at the installation or community level. Each Installation conducts an annual AFAP forum.
Members of the global Army family identify, develop and set priorities for issues. The delegates to the AFAP conference
consist of Program Managers, Volunteers, DA civilians, Retirees, Active and Reserve Component soldiers and Family Members.
Many of the identified issues are specific to the installation and can be resolved at that level.
Issues are assigned to the office that has responsibility for resolving the issue.
The installation Executive Management Group reviews the issues and monitors them until they are resolved.
Issues beyond the scope of an installation commander that require a higher level of authority go forward to the MACOM or to HQDA.
Some examples of AFAP success:
- Higher Education Opportunity Act
- Military annual leave carryover (60 days upped to 75 days)
- Developed first policy for BOSS
- Established School Liaison Officers (SLO)
- Paternity Leave for new military fathers (in addition to new leave)
