Army Emergency Relief (AER) is a private non-profit organization incorporated in 1942 by the Secretary of War and the Army Chief of Staff. AER's mission is to provide emergency financial assistance. AER can help with emergency financial needs for food, rent or utilities; emergency transportation and vehicle repair; funeral expenses; medical/dental expenses; personal needs when pay is delayed or stolen; and give undergraduate-level education scholarships, based primarily on financial need, to spouses of soldiers. The Army Community Service's Consumer Affairs and Financial Assistance Program offers help in a variety of ways. Classes are held regularly on topics such as budgeting, check writing, handling credit wisely and other financial matters. Individual financial counseling is also available.
