Personal Property Shipment from CONUS

You MUST file a notice of loss using the DPS website within 75 days of the date your property was delivered. Filing a notice of loss is NOT the same as filing a claim. After you submit your notice of loss, you must submit your claim using the DPS website within nine months from the date your property was delivered in order to be eligible for the Full Replacement Value program.
If you are having difficulties accessing or negotiating the website that you are not able to solve through the website helpline, please contact the Army Claims Office in Wiesbaden immediately.

Filing a Notice of Loss

• You MUST file a notice of loss with the carrier within 75 days of the date your property was delivered. Filing a notice of loss is NOT the same as filing a claim. After you file your notice of loss, you must file your claim within nine months from the date your property was delivered in order to be eligible for the Full Replacement Value program.

• Once you have filed your notice of loss with the carrier, you should complete items 1-11 of a DD Form 1844 (PDF or XFDL)also send it to the carrier.

• The carrier should contact you with further instructions such as request to conduct on-site inspection, that you take and send digital photos of the damaged items, or that you obtain a repair estimate.

• DO NOT OBTAIN REPAIR ESTIMATES BEFORE RECEIVING AUTHORIZATION FROM THE CARRIER. THE CARRIER IS ONLY RESPONSIBLE FOR REIMBURSING YOU FOR THE EXPENSE IF YOU RECEIVE PRIOR AUTHORIZATION.

• KEEP A RECORD OF PHONE CONVERSATIONS AND EMAIL TRAFFIC WITH THE CARRIER.

• If you are not able to settle with the carrier within 30 days, if you are not satisfied with the offers made by the carrier or if the carrier denies your claim entirely, visit the Claims Office to file your claim with us.

POV Shipment

If you noted damage to your privately owned vehicle at pickup, you may settle with the transportation company on the spot, file a claim with the transportation company, or file a claim with the Claims Office. When you picked up your POV at the Wiesbaden Vehicle Processing Center, you were provided with written instructions on how to file a claim with the transportation company. Tort

The Military Claims Act applies to claims for damage caused by the negligence of Soldiers, Department of the Army/Department of Defense/Non-appropriated Funds civilians performing official duties.

  • • You MUST file a claim within two years following the date of the incident.
  • • Call the Wiesbaden Claims Office IMMEDIATELY to inform the staff of the incident.
  • • You are required to avoid unnecessary costs and to mitigate your damages. For example, do not get a rental car unless you have discussed the matter with the claims office. If a rental car is authorized, reimbursement will only be for the least expensive vehicle, generally at the lowest Government rate.  You must also make every reasonable effort to reduce damages, such as drying items that are wet to prevent them from becoming moldy.
  • DO NOT dispose of any damaged property until you have consulted with the claims office.  We may need to inspect the items. 
  • • If you have private insurance that will cover your loss you may, but are not required to file a claim with your insurer.  IF you do, you must provide any settlement documents to the claims office because you may not be compensated twice for the same damage.

Other

  • • You must submit your claim within two years from the date of the incident.
  • • If you have private insurance that would cover your loss you MUST file with your insurance carrier prior to filing a claim with the government. You may not be compensated by both the government and your insurance company for loss or damage to the same item, but you may be compensated by the government for loss or damage not covered by or in excess of the limits of your private insurance.
  • • If your POV was damaged and is no longer drivable, contact the Claims Office before renting a replacement vehicle.
  • • Do not dispose of damaged items or have an item repaired until you have spoken to the Claims Office; a staff member may need to inspect the damage.
  • • You have a duty to mitigate your damages. This means you must take reasonable actions to lessen the impact of the occurrence that caused the damage. If you make no attempt to salvage items that can be salvaged your award may be reduced.
